New DTSE Phone Hours
Please note that the DTSE Office will have new phone hours starting soon. If you need to speak to someone concerning your program, you may call the office during the hours listed below. Calls made outside of office hours will go to voicemail.

Wednesdays 12pm-2pm
Thursdays 1pm-3pm

Registration is now open for the Fall Semester 2018
Program Dates
Programs are approved for up to 3 years. During that time period schools run courses during the Fall, Spring and Summer as needed. Please note that the official start and end dates for each program are the dates chosen by the school. These dates should be listed on the paperwork parents are given/have to sign.
All necessary time must be completed during those dates. All make-ups (in-class and in-car) are to be completed during the listed start and end dates. Students may not cross into the next semester in order to finish lecture and/or in-car time. It is also important to note that the courses are approved at the school asking for said approval. This means that those courses must be held at the approved location – no other location may be used.
DMV Update about Pre-licensing ID
We have updated the ID Requirements for students taking the Pre-Licensing Course. As some Driver Education programs also provide the Pre-Licensing Course, I’m asking that this be shared with all approved programs. These ID requirements also pertain to MV-278 Pre-Licensing Course Completion Certificates issued as part of a DTSE program.
Anyone taking the Pre-Licensing Course, or being issued an MV-278 Pre-Licensing Course Completion Certificate, “…must present a current NY Photo Learner Permit or a valid interim permit with a NYS Government-issued ID card (such as a Non-Driver ID Card, Expired NY Photo Permit, and/or Expired NY Photo License) to the instructor at the pre-licensing course.”

Private Driving lessons
Any student or parent that feels the need for further lessons with an in-car instructor either during or after participating in an approved DTSE program must contact the driving school to do so. Any person working for a driving school may only give lessons through said driving school. The reasoning is that the credential he/she possesses is bound to the driving school that person works for. Parents may not ask a driving instructor for extra driving lessons unless they
1. go to the driving school;
2. pay said driving school;
3. make arrangements through/with the driving school – not a person driving for a driving school.

The National Organizations for Youth Safety and the National Highway Traffic Safety Administration want to let you know August is Back to School Safety Month. NHTSA shares tips on how to stay safe when traveling to and from school on the bus, in the car, on a bike or walking. The tips are helpful for students and parents. Read the life-saving tips here.

The New York State Driver Traffic Safety Education Association conference is set for March 2-3 2019. There will be important speakers and activities to keep driver education teachers up-to-date. Check with your school administration to see if there are funds for your participation.

Who Runs Your School’s DTSE Program?
Schools, Colleges and BOCES who have an approved DTSE program are the ones “running the program”. There has been a large issue with parents and students calling State Ed stating that they called a school with an approved program and were told that the “Driving school runs the program.” This would be illegal, and is quite disconcerting. When the paperwork comes into the DTSE office, there is an administrator listed – along with their signature claiming ownership of the DTSE program. Driving schools are NOT to run any program.
There is a distinct reason why students must attend a State approved DTSE program located at a school, college or BOCES – Driving schools are not allowed/qualified to provide Driver Education to students. They can provide lessons or a 5-hour course, but the Driver Education program can only be provided by an established school, college or BOCES. Schools must take ownership of its programs. Please make sure that all faculty and staff are on the same page with program ownership – as it is confusing to parents and students alike. No one calling about a DTSE program should be told that the driving school runs the program. No parents should be directed to call the driving school, either. Parents and students are to call the approved school and the school should be calling the driving school if there are questions or issues.
Reminder DTSE Guidelines
With the annual DTSE conference behind us, it was brought up that many administrators and teachers are unaware of where to find the DTSE guidelines. If you haven’t already, please look over the guidelines. They are the backbone of all DTSE programs throughout NY state. These guidelines should be read and followed at all times. This is an amazing resource I heard about at the NYSDTSEA conference on March 3rd. Take a look and please feel free to use the information when having a Parent meeting of your own. For those schools out there that don’t already have a Parent meeting, please consider doing so. As educators, we only have those students for a certain period of time – the rest is with their parents. If we all work together, hopefully the outcome can be even better and richer.

This program will be held at the conference center at Wayne-Finger Lakes BOCES (Regional Support Center; Newark, NY). There will be speakers, programs and resources for your DTSE program. Join us this May for a wealth of information and demonstrations of free driver safety programs available to your school’s driver education classes. Speakers as well as indoor and outdoor displays will be on hand including (but not limited to):
- The Amy Stockton Car Display -Governor’s Traffic Safety Committee speaker Jacy Good -“Fatal Vision” goggle demo
-Substance Abuse Prevention Coalition Display -“Rollover Simulator” and “Seat Belt Convincer” -“Truth and Consequences” program

Distracted Driving Awareness Month
2018 National Distracted Driving Enforcement
April 12-16, 2018
In recognition of April's National Distracted Driving Awareness Month, NHTSA has planned a number of activities. We are also kicking off its national highly visible enforcement campaign for distracted driving: U Drive. U Text. U Pay., which is supported by English and Spanish language television, radio, and digital advertising.
NHTSA has also developed a robust social media strategy designed to raise public awareness about the consequences of texting and driving. The focus is on the idea that "If you're texting, you're not driving." We anticipate that this message will engage the target audience of men and women 18-34 (slightly skewed toward women) with creative and persuasive messaging on NHTSA social media channels and their media partners.
Paid advertising will run April 9-16, 2018.
